In all the discussions that have been taking place in various TV Studios and in print media none have focussed on the two basic reasons. First an absence of quality Civil Engineers and an even greater absence of any form of regulation on their performance. The second, which is a common trend in many impossible situations that the country finds itself in, is the existence of a Civil Service which is neither equipped nor bothered about how the country needs to be managed.
Is it so difficult to get these issues rectified??
