Need for a concentrated policy push by Govt to promote housing

http://www.ibef.org/industry/cement-india.aspx

This report documents the total cement produced and also gives a breakup for consumption. It shows that India, the second largest producer of cement in the world, produced nearl 370MT of cement last year and about 66% of this went to housing sector. Infrastructure was a poor 17% only.
The consumption pattern tears into the propaganda by various Govts on the amount of core infrastructre being created. In case the economy has to really breakout then there has to be a focus on the development of all types of infrastructure. Once this pickups demand for housing will pickup leading to a cascading effect.
Question, as usual is- Is it so difficult to get just one sector going?
